Adds a note to the NDR thread. Note merchant_support holds the ndr.act capability but is a read-only role, so the mount refuses it here — a known inconsistency, stated rather than hidden.
Refused for
merchant_finance · merchant_support · merchant_staff — these are read-only roles, and the refusal happens before the handler runs.Parameters
